Doesn't work for rug on rug

I have looked for a long time for a rug pad that would work on a carpet, and was really happy to find this one. Unfortunately, it doesn't work. The rug pad won't lay flat on the carpet, but comes up along the crease lines, even if you don't walk on it and that of course makes wrinkles in the throw rug on top of it. I am going to try buying sticky rug tape to put under the rug pad to hold it down. Other than that it is a very nice looking pad and I am sure it would work well for rug on floor situations.
